What will the HSE Capital Plan achieve?

Taoiseach Leo Varadkar has said today that there is plenty of money for other capital projects. He spoke at the launch of the HSE Capital Plan, while admitting the overrun at National Children's Hospital is not a positive. The funding for the hospital this year will be €230m, which is 1.3% of the budget for the year. The Government have assured the public that this provides certainty for capital spending for the next three years and will deliver 250 projects. Anthony Staines is Professor of Health Systems in DCU and gave Ivan his analysis of what the plan means and whether it's achievable.
