Should schools be relying on former teachers as substitutes?

Schools are still relying on ex-teachers to help cover classrooms. Last year 1,500 retired teachers were re-hired as substitutes – a 19% increase on the previous year. Teacher unions have called for newly qualified teachers to be prioritised for substitute roles as well as underworked teachers who are still on the register. What do you think?
