If someone doesn't drink, do you question as to why?

A recent study by The Health Research Board (HRB) has found that People in Ireland drink, on average, the equivalent of 40 bottles of vodka a year. That some as young as 15 years old in drinks, on average, more than 10 litres of alcohol per year. Is there a problem with our drinking culture?
