Should Irish Rail Introduce Pre-Book Only Trains To Deal With Overcrowding?

Would you support the introduction of pre-book only trains to deal with overcrowding? This is something Irish Rail is considering for particularly busy routes. Meanwhile it has been confirmed that additional carriages to tackle capacity issues will not be introduced until at least 2021. Is Irish Rail maximising the capacity that is available?
