Energy rules change for home renovations

Most houses in Ireland have an energy rating of C2. If you want to renovate or extend your home, new rules state that the entire dwelling have a high energy rating of B2. For new houses, it's even higher at A2. But, is this feasible for homeowners? And is it necessary?
