Should the concert hall decide its programmes based on business or culture?

Now you know Ivan; he's a bit of a philistine when it comes to the arts, but a story on the front of the Irish Times caught his eye. A board member of the National Concert Hall has suggested the institution considers the “changing nature of musical tastes” to avoid future losses. The comments were revealed in the minutes of a board meeting, after losses of 41,000 euro were recorded.  So should music venues or part spaces place priority on ticket sales ot keep the company going, or should these institutions create our cultural landscape with little regard to revenue?
